[Licenses] Proposal for new "Commercial" clause

Don’t we already have metadata for that? Jamendo used to do things along
these lines.

The numeric scheme sounds strange - assume you use 10% from each of 6
works, each requiring 20% compensation. Does that mean that if you earn
money with the derived work, you make a net loss?
