  replaced add_cc0_links.py with cc0_update.py and lang_tag_to.py

- lang_tag_to.py contains variables (that will eventually also be used
  by 4.0 script(s)
- cc0_update.py
  - corrects translation FAQ URL
  - adds HTML comments around language links
  - updates language links based on those available (and maintains their
    order)
