  merged and updated translation scripts

- Scripts were merged to:
  - prevent order of operations errors
  - allow conditional updates (only update on changes)
- Added error handling
- Updated to quiet info messages so that cron can report errors
  (instead of silencing everything)
- Updated to use Debian Apache2 restart
